The CHSEC was formulated on February 19, 2000 and sits on top of the Safety Organization. It is the primary policy-making body in the safety organization. It is usually headed by the top management and staffed by upper management from all areas of the plant

I – CHSEC members

Managing Director & Chairman – President, EAMD Planning & Joint Ventures - Vice President. Members are EAMD Marketing, EAMD Manufacturing, EAMD Admin & Finance, EAMD Projects Fertilizer Operations Manager, Technical Services Manager, SHE Manager, Administration Manager, Company Physician, Environmental Affairs Supdt. and Safety & Occupational Health Supdt. Coordinator

II – Co-ordination:

Occupational Health Coordinator is to co-ordinate the meetings, up-date the rolling 6 month plan and set agenda with the CMD.

III - Frequency, timing and location:

The committee will meet a minimum of once a month. The date should be on the 2nd Monday of every month from 1:00 p.m. to 3:00 p.m. in Shuaiba plant. If that date falls on a holiday, the meeting will be automatically postponed to the following Monday.

IV - Attendance:

Attendance is mandatory. Those who are directly involved with the plant must have a representative in their absence.

V - Preparedness:

·All materials and reports to be distributed to all committee members 5 days prior to the meeting.

·All members must be prepared to address the issues concerning their area of responsibility or the committees they are members of. The same thing is expected from those attending for an absent member.

VI - Roles and Responsibilities of CHSEC

  1. Establishes a documented HSE Philosophy

  2. Establishes achievable goals and objectives.

  3. Approves and encourages initiatives

  4. Approves rules and procedures

    ·Clearly written
    ·Reasonable
    ·Communicated to all appropriate employees

  5. Holds people accountable

  6. Reviews plant HSE performance

  7. Establishes all sub-committees
